Any advice on how to make it look more like tangled hair than general fluff would be appreciated. Overall though I am very happy with this piece
I know how you can get your tangled hair. If this is graphite or colored pencil, you can try to get hold of a typing eraser (which is very hard, since there are no more typewriters, but a company in Germany is still making them - I'll check the name). You can sharpen them, and then erase pencil thin lines to get flyaways as well as other effects.
